教育部2021年工作要点

  2021年(nian)是中国共(gong)产(chan)党成立100周年(nian),是“十四五(wu)”规划开局之年(nian),也(ye)是全面(mian)建成小康社(she)会、开启全面(mian)建设社(she)会主义现代化国家新征程的关键之年(nian)。

  教(jiao)(jiao)育(yu)(yu)(yu)工作总体(ti)要(yao)求:以(yi)(yi)习(xi)近平(ping)新(xin)时代(dai)中(zhong)国(guo)特(te)色(se)社(she)会(hui)(hui)主义思想(xiang)为(wei)指(zhi)导,贯(guan)彻落(luo)实党(dang)(dang)的(de)十九(jiu)大和(he)(he)(he)十九(jiu)届二中(zhong)、三(san)中(zhong)、四(si)中(zhong)、五中(zhong)全会(hui)(hui)精神(shen)(shen),贯(guan)彻落(luo)实习(xi)近平(ping)总书(shu)记关于教(jiao)(jiao)育(yu)(yu)(yu)的(de)重要(yao)论述和(he)(he)(he)全国(guo)教(jiao)(jiao)育(yu)(yu)(yu)大会(hui)(hui)精神(shen)(shen),按照“五位一体(ti)”总体(ti)布局和(he)(he)(he)“四(si)个全面(mian)(mian)”战(zhan)略布局,增强“四(si)个意(yi)识(shi)”、坚(jian)定“四(si)个自信”、做到“两(liang)个维护(hu)”,坚(jian)持(chi)稳中(zhong)求进工作总基调(diao),立足新(xin)发(fa)展阶段,贯(guan)彻新(xin)发(fa)展理(li)念,构(gou)建(jian)(jian)(jian)新(xin)发(fa)展格局,以(yi)(yi)推动(dong)高(gao)质量(liang)发(fa)展为(wei)主题,以(yi)(yi)改革(ge)创(chuang)新(xin)为(wei)根本动(dong)力(li),坚(jian)持(chi)系统(tong)观念,更好统(tong)筹(chou)发(fa)展与安全,坚(jian)持(chi)和(he)(he)(he)加(jia)强党(dang)(dang)对教(jiao)(jiao)育(yu)(yu)(yu)工作的(de)全面(mian)(mian)领导,全面(mian)(mian)贯(guan)彻党(dang)(dang)的(de)教(jiao)(jiao)育(yu)(yu)(yu)方针,落(luo)实立德树人根本任务,坚(jian)持(chi)发(fa)展抓(zhua)(zhua)公(gong)平(ping)、改革(ge)抓(zhua)(zhua)体(ti)制(zhi)、安全抓(zhua)(zhua)责任、整体(ti)抓(zhua)(zhua)质量(liang)、保证抓(zhua)(zhua)党(dang)(dang)建(jian)(jian)(jian),全面(mian)(mian)推进依(yi)法治教(jiao)(jiao),巩固拓(tuo)展新(xin)冠肺炎疫情防控和(he)(he)(he)教(jiao)(jiao)育(yu)(yu)(yu)改革(ge)发(fa)展成(cheng)果,为(wei)建(jian)(jian)(jian)设(she)高(gao)质量(liang)教(jiao)(jiao)育(yu)(yu)(yu)体(ti)系立柱架梁,推进教(jiao)(jiao)育(yu)(yu)(yu)治理(li)体(ti)系和(he)(he)(he)治理(li)能力(li)现代(dai)化,为(wei)建(jian)(jian)(jian)设(she)教(jiao)(jiao)育(yu)(yu)(yu)强国(guo)开好局、起好步,以(yi)(yi)优(you)异成(cheng)绩庆祝建(jian)(jian)(jian)党(dang)(dang)100周年(nian)。

  一、深入学习宣传阐释习近平新时代中国特色社会主义思想

  1.加强思想理论武装

  目标任(ren)务(wu):准(zhun)确(que)领会习近平新(xin)(xin)时(shi)代(dai)中国特色社会主(zhu)义思想的(de)核心要义,掌握贯穿其中的(de)立(li)场(chang)观点方法,坚持不懈用党(dang)的(de)创新(xin)(xin)理论武(wu)装头脑、指导实践、推(tui)动(dong)工作。

  工作(zuo)措施:制订2021年部党(dang)组(zu)理(li)论学(xue)(xue)习中心组(zu)及司局级(ji)以上干部集体学(xue)(xue)习方(fang)案,优化“4 + N”研(yan)学(xue)(xue)机制。不定期印发(fa)《直属机关政(zheng)(zheng)(zheng)治(zhi)(zhi)理(li)论学(xue)(xue)习重点内(nei)容安排(pai)》,深(shen)入(ru)推(tui)进党(dang)史(shi)(shi)、新中国史(shi)(shi)、改(gai)革开放史(shi)(shi)、社会(hui)主义发(fa)展(zhan)史(shi)(shi)专题教(jiao)育,跟进学(xue)(xue)习习近(jin)平总书记最(zui)新重要(yao)论述(shu)。办好“周末(mo)理(li)论大讲堂”,将党(dang)的十(shi)九(jiu)届(jie)五中全会(hui)精(jing)神列入(ru)教(jiao)育部各级(ji)各类干部教(jiao)育培训,列入(ru)高(gao)校思政(zheng)(zheng)(zheng)课(ke)骨干教(jiao)师、哲学(xue)(xue)社会(hui)科(ke)学(xue)(xue)教(jiao)学(xue)(xue)科(ke)研(yan)骨干研(yan)修(xiu)和(he)高(gao)校思想政(zheng)(zheng)(zheng)治(zhi)(zhi)工作(zuo)骨干示范培训的必修(xiu)课(ke)程(cheng),作(zuo)为学(xue)(xue)校思想政(zheng)(zheng)(zheng)治(zhi)(zhi)教(jiao)育的重要(yao)内(nei)容。

  2.加强宣传(chuan)引(yin)导

  目标任务:紧扣建党100周年重大主(zhu)线,开(kai)展全(quan)(quan)覆盖、全(quan)(quan)媒体(ti)、全(quan)(quan)方(fang)位的宣传教育,全(quan)(quan)力(li)营造良好舆论(lun)氛围。

  工(gong)作(zuo)措(cuo)施(shi):持续加强正面宣(xuan)(xuan)传(chuan),多形(xing)式(shi)多渠道宣(xuan)(xuan)传(chuan)解读(du)党中央(yang)、国(guo)务院决策部署(shu)和(he)教(jiao)育(yu)(yu)新政(zheng)策新举(ju)措(cuo),全面展示政(zheng)策落实(shi)成效,深入报道教(jiao)育(yu)(yu)战线先(xian)进(jin)典型。围绕迎接和(he)庆祝建党100周年、学习“四史”、弘(hong)扬爱国(guo)主义精(jing)(jing)神等,精(jing)(jing)心策划组织主题(ti)宣(xuan)(xuan)传(chuan)活动(dong)。制定出台教(jiao)育(yu)(yu)融(rong)媒体建设(she)文件,用好“中国(guo)教(jiao)育(yu)(yu)发布”平台,继续加强教(jiao)育(yu)(yu)融(rong)媒体试点指导(dao)。组织编写(xie)出版教(jiao)育(yu)(yu)“十四五”规划辅导(dao)读(du)本,全面解读(du)文本。

  3.深(shen)入(ru)研究阐(chan)释(shi)

  目标任务:高(gao)校哲学(xue)(xue)社会(hui)(hui)科(ke)学(xue)(xue)育人水平、研(yan)究质量(liang)和社会(hui)(hui)服务能(neng)力显著提(ti)高(gao),推(tui)动(dong)高(gao)校加快构建中国特(te)色(se)哲学(xue)(xue)社会(hui)(hui)科(ke)学(xue)(xue)学(xue)(xue)科(ke)体系、学(xue)(xue)术体系、话语体系。

  工(gong)作措施:充(chong)分发挥教(jiao)育(yu)系统习(xi)近平新(xin)时代中国(guo)(guo)(guo)特色社(she)会(hui)主义思(si)想(xiang)研究中心(院)和高校(xiao)(xiao)智库(ku)平台优势,深化(hua)习(xi)近平新(xin)时代中国(guo)(guo)(guo)特色社(she)会(hui)主义思(si)想(xiang)原创性学(xue)(xue)理化(hua)学(xue)(xue)科化(hua)研究阐释。紧紧围绕开(kai)启全(quan)面建设社(she)会(hui)主义现代化(hua)国(guo)(guo)(guo)家新(xin)征(zheng)程(cheng)、中国(guo)(guo)(guo)共(gong)产党成(cheng)立100周年等确定一批重点(dian)选题,推出(chu)一批站得高看得远(yuan)用得上(shang)的(de)重要成(cheng)果。研制面向2035高校(xiao)(xiao)哲学(xue)(xue)社(she)会(hui)科学(xue)(xue)行动计(ji)划(hua),深入(ru)实施高校(xiao)(xiao)哲学(xue)(xue)社(she)会(hui)科学(xue)(xue)繁荣计(ji)划(hua),加(jia)快高校(xiao)(xiao)哲学(xue)(xue)社(she)会(hui)科学(xue)(xue)实验室(shi)建设。

  二、推动改革和发展深度融合高效联动

  4.全(quan)力做好教(jiao)育“十四(si)五”规划编制工作

  目标任(ren)务:编(bian)制出(chu)符合时代要求(qiu)的高(gao)质量(liang)规划。

  工(gong)作(zuo)措(cuo)施:编(bian)制印发(fa)《国家(jia)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)事业发(fa)展“十(shi)(shi)四五(wu)(wu)”规划》。积极配合国家(jia)发(fa)展改革(ge)委做好《国民经(jing)济和(he)(he)(he)社会发(fa)展第十(shi)(shi)四个五(wu)(wu)年规划纲(gang)要》教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)部分的(de)编(bian)制工(gong)作(zuo)。出(chu)台(tai)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)高(gao)(gao)(gao)质(zhi)量(liang)(liang)发(fa)展体系(xi)、优质(zhi)均衡基本公共(gong)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)服务体系(xi)、服务全民终身(shen)学习(xi)的(de)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)体系(xi)、技(ji)能(neng)中国建(jian)(jian)设(she)方(fang)案(an)等文件。制订规划分工(gong)方(fang)案(an),推(tui)(tui)动(dong)目标任务落实落地。指导教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)部直属高(gao)(gao)(gao)校编(bian)制好“十(shi)(shi)四五(wu)(wu)”规划。引导东(dong)北地区高(gao)(gao)(gao)校和(he)(he)(he)职(zhi)业院(yuan)校在(zai)服务东(dong)北振兴中提升办(ban)学实力和(he)(he)(he)影响力,统(tong)(tong)(tong)筹协(xie)调(diao)在(zai)京高(gao)(gao)(gao)校参与和(he)(he)(he)服务雄安新区建(jian)(jian)设(she),促进(jin)粤港澳大(da)湾区高(gao)(gao)(gao)等教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)结构(gou)布局调(diao)整(zheng)优化(hua)(hua)。加(jia)快(kuai)建(jian)(jian)设(she)长江教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)创新带,开(kai)展长三(san)角(jiao)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)现(xian)代化(hua)(hua)监测评估。推(tui)(tui)动(dong)黄河流域(yu)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)高(gao)(gao)(gao)质(zhi)量(liang)(liang)发(fa)展,建(jian)(jian)立(li)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)资(zi)源互通共(gong)享的(de)区域(yu)性(xing)协(xie)作(zuo)机(ji)制,为区域(yu)生态保护和(he)(he)(he)经(jing)济社会高(gao)(gao)(gao)质(zhi)量(liang)(liang)发(fa)展提供有力支撑(cheng)。加(jia)快(kuai)推(tui)(tui)进(jin)教(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)统(tong)(tong)(tong)计(ji)现(xian)代化(hua)(hua)改革(ge)及试(shi)点工(gong)作(zuo),探索建(jian)(jian)立(li)统(tong)(tong)(tong)计(ji)数(shu)据质(zhi)量(liang)(liang)全流程管控机(ji)制,变(bian)革(ge)统(tong)(tong)(tong)计(ji)数(shu)据生产(chan)方(fang)式(shi),建(jian)(jian)立(li)智能(neng)化(hua)(hua)统(tong)(tong)(tong)计(ji)信息服务平台(tai),强化(hua)(hua)统(tong)(tong)(tong)计(ji)监测和(he)(he)(he)监督职(zhi)能(neng)。落实统(tong)(tong)(tong)计(ji)督察工(gong)作(zuo)整(zheng)改任务。

  5.扎实推进新时代教育评(ping)价改(gai)革

  目标任(ren)务(wu):认真贯彻习近平总(zong)书记关(guan)于抓(zhua)好《深化新时(shi)代教育评价改革总(zong)体方案(an)(an)》落实落地重要指示精神,全面推进《总(zong)体方案(an)(an)》各项任(ren)务(wu)落细落地。

  工作措施(shi)(shi)(shi):实(shi)施(shi)(shi)(shi)《总体方案》部门分工和(he)部内分工,指(zhi)(zhi)导(dao)各省(区、市)、各部属高校(xiao)(xiao)和(he)部省合(he)建高校(xiao)(xiao)全(quan)面清理规范,制定实(shi)施(shi)(shi)(shi)工作清单。选(xuan)择有(you)条件的(de)地方、学校(xiao)(xiao)进行试(shi)点。分批编(bian)发各地各校(xiao)(xiao)破“五唯(wei)”改(gai)(gai)革(ge)案例汇编(bian)。将(jiang)推(tui)进教(jiao)育(yu)评价改(gai)(gai)革(ge)情况纳入(ru)纪(ji)检监察(cha)、巡视工作、经(jing)费监管以及改(gai)(gai)革(ge)督察(cha)、教(jiao)育(yu)督导(dao)的(de)重要内容(rong)。推(tui)动出台中(zhong)学生(sheng)综合(he)素质评价实(shi)施(shi)(shi)(shi)指(zhi)(zhi)南、义务(wu)教(jiao)育(yu)质量评价指(zhi)(zhi)南、幼儿园保教(jiao)质量评估指(zhi)(zhi)南、普通高中(zhong)办学质量评价指(zhi)(zhi)南、深(shen)化高校(xiao)(xiao)教(jiao)师职称(cheng)制度(du)改(gai)(gai)革(ge)的(de)指(zhi)(zhi)导(dao)意见等配套政策。

  6.深化考(kao)试招生制度改革(ge)

  目标任务:高(gao)考(kao)综合(he)(he)改(gai)(gai)革(ge)稳妥推(tui)进。高(gao)考(kao)内容改(gai)(gai)革(ge)不(bu)断深化,艺术体(ti)育等特殊类(lei)型招(zhao)生(sheng)进一步规(gui)范(fan)。中(zhong)考(kao)招(zhao)生(sheng)录(lu)取(qu)综合(he)(he)改(gai)(gai)革(ge)试(shi)点落地省(sheng)(sheng)份在(zai)省(sheng)(sheng)域(yu)范(fan)围全面(mian)推(tui)进招(zhao)生(sheng)录(lu)取(qu)综合(he)(he)改(gai)(gai)革(ge)。

  工作措施:指导河北等(deng)八省市借鉴改革试点省份经验,制定考(kao)试和录取(qu)方案,开展(zhan)模(mo)拟演(yan)练(lian),稳(wen)妥做好招生(sheng)录取(qu)工作,确保新(xin)高考(kao)平稳(wen)落地。深化(hua)高考(kao)内容改革,进一步(bu)体现德智体美劳全(quan)面发展(zhan)要求,创新(xin)试题形式,加强(qiang)对学生(sheng)关键能(neng)力的考(kao)查。严格(ge)规范体育艺(yi)术等(deng)特殊类(lei)型招生(sheng)工作,进一步(bu)健(jian)全(quan)制度、规范程序、严格(ge)管(guan)理、强(qiang)化(hua)监督(du),提高体育艺(yi)术人(ren)才选拔质(zhi)量(liang)。深入(ru)推进中考(kao)改革,有序扩大(da)招生(sheng)录取(qu)改革范围(wei),完善省级统一的中考(kao)命题机制,着力提高命题质(zhi)量(liang)。

  7.推进民办教育规(gui)范(fan)发(fa)展(zhan)

  目标任(ren)务:理顺民(min)办(ban)中小(xiao)学党建(jian)工作管理体(ti)制机制,加快独立学院转设工作,规范民(min)办(ban)教(jiao)育发(fa)展。

  工(gong)(gong)(gong)(gong)作(zuo)(zuo)措施(shi)(shi):会(hui)同(tong)中(zhong)(zhong)央组织部(bu)开(kai)展(zhan)民(min)办(ban)(ban)中(zhong)(zhong)小(xiao)学(xue)党建(jian)工(gong)(gong)(gong)(gong)作(zuo)(zuo)年度督查调研(yan),理(li)顺民(min)办(ban)(ban)中(zhong)(zhong)小(xiao)学(xue)党建(jian)工(gong)(gong)(gong)(gong)作(zuo)(zuo)管理(li)体(ti)制(zhi)机制(zhi)。研(yan)究起草《民(min)办(ban)(ban)中(zhong)(zhong)小(xiao)学(xue)年度检查指(zhi)标体(ti)系》。印发规范(fan)民(min)办(ban)(ban)义(yi)务教育(yu)有关文件,深入开(kai)展(zhan)民(min)办(ban)(ban)义(yi)务教育(yu)规范(fan)整治(zhi)专项工(gong)(gong)(gong)(gong)作(zuo)(zuo)。研(yan)究制(zhi)定关于规范(fan)民(min)办(ban)(ban)普(pu)通高(gao)中(zhong)(zhong)招(zhao)生工(gong)(gong)(gong)(gong)作(zuo)(zuo)的实施(shi)(shi)意见,推动全(quan)面落实公(gong)民(min)办(ban)(ban)普(pu)通高(gao)中(zhong)(zhong)同(tong)步(bu)招(zhao)生政(zheng)策。深化民(min)办(ban)(ban)教育(yu)行政(zheng)审(shen)批制(zhi)度改革。继续(xu)把独立(li)学(xue)院转(zhuan)(zhuan)设(she)作(zuo)(zuo)为高(gao)校设(she)置工(gong)(gong)(gong)(gong)作(zuo)(zuo)的重(zhong)中(zhong)(zhong)之重(zhong),指(zhi)导各省建(jian)立(li)健(jian)全(quan)鼓励和(he)推动独立(li)学(xue)院转(zhuan)(zhuan)设(she)的政(zheng)策体(ti)系,切实加快(kuai)转(zhuan)(zhuan)设(she)进度,持续(xu)做好高(gao)等教育(yu)资源结构调整和(he)质(zhi)量提升工(gong)(gong)(gong)(gong)作(zuo)(zuo)。

  8.系统推进教育督(du)导体(ti)制(zhi)机(ji)制(zhi)改革(ge)

  目标(biao)任务(wu):完善(shan)督导体制机制,健全(quan)对地方各(ge)级(ji)政府履(lv)行教育职责的(de)分级(ji)督导评价(jia)机制,加强对各(ge)级(ji)各(ge)类(lei)学(xue)校办学(xue)行为、教育质量和(he)教育热点(dian)(dian)难点(dian)(dian)的(de)评估监测。

  目标任务(wu):深化基础教育(yu)综合改革,进一(yi)步(bu)完(wan)善义(yi)务(wu)教育(yu)有保(bao)障(zhang)长效机(ji)制,巩固(gu)控辍(chuo)保(bao)学(xue)成果,加快补齐农村办(ban)学(xue)条(tiao)件短板,不断(duan)提高(gao)义(yi)务(wu)教育(yu)巩固(gu)水平。

  目标任务:以适(shi)宜融合为目标办(ban)好特殊教(jiao)育(yu),进一步巩固和提高特殊教(jiao)育(yu)普及水平,完善特殊教(jiao)育(yu)保障(zhang)机(ji)制,提升特殊教(jiao)育(yu)教(jiao)学质量。

  37.努力锻造(zao)高素质干部人才队伍

  目标(biao)任务:全面贯彻(che)新时代党的(de)组织路线,加强(qiang)干部队伍建设(she),以正确(que)用人导向引领(ling)干事创业导向。有效(xiao)破除人才工作高质量发展(zhan)的(de)体制(zhi)机制(zhi)性障碍。深(shen)化人事制(zhi)度改(gai)革。

  38.坚(jian)定不移全面从严治党(dang)

  目标任务:持(chi)之(zhi)以(yi)恒正(zheng)风肃(su)纪反腐,不(bu)断完善一(yi)体(ti)推进不(bu)敢腐不(bu)能腐不(bu)想腐体(ti)制(zhi)机制(zhi),努力实现存量(liang)(liang)清楚、增量(liang)(liang)清零、生态清明。规范化高质(zhi)量(liang)(liang)开(kai)展教育巡视巡察。

  工(gong)作措(cuo)施:聚焦(jiao)“两个维(wei)护”强(qiang)化(hua)政治监(jian)督(du)(du),严明政治纪(ji)律政治规矩。认真执行(xing)教(jiao)育部(bu)党(dang)组(zu)、党(dang)组(zu)书记(ji)、党(dang)组(zu)其他(ta)成员(yuan)落实(shi)(shi)全(quan)面从严治党(dang)责(ze)任清单(dan),压实(shi)(shi)压紧责(ze)任链条。修(xiu)订部(bu)党(dang)组(zu)主动(dong)接(jie)受驻(zhu)部(bu)纪(ji)检组(zu)监(jian)督(du)(du)的(de)实(shi)(shi)施办法,完善部(bu)党(dang)组(zu)与驻(zhu)部(bu)纪(ji)检监(jian)察(cha)组(zu)定期(qi)会商等工(gong)作机制。召开2021年教(jiao)育系(xi)统全(quan)面从严治党(dang)工(gong)作会议(yi)、警示教(jiao)育会议(yi)。深(shen)化(hua)运用监(jian)督(du)(du)执纪(ji)“四种形(xing)态”。坚(jian)决破除形(xing)式主义、官僚主义,坚(jian)决整治群众身边不正之风和(he)(he)微腐败(bai)问题(ti),推(tui)(tui)动(dong)中央八项规定精(jing)(jing)(jing)神落地生(sheng)根。开好2021年度民主生(sheng)活(huo)会和(he)(he)组(zu)织(zhi)生(sheng)活(huo)会。制定关(guan)于加强(qiang)和(he)(he)改进教(jiao)育部(bu)机关(guan)司局、直属单(dan)位(wei)纪(ji)检组(zu)织(zhi)建设的(de)办法。突出政治监(jian)督(du)(du)要求(qiu),将学习贯彻党(dang)的(de)十九(jiu)届五中全(quan)会精(jing)(jing)(jing)神、贯彻落实(shi)(shi)习近(jin)平总(zong)书记(ji)重(zhong)要指(zhi)示批示精(jing)(jing)(jing)神、实(shi)(shi)施“百年行(xing)动(dong)”等情况纳入巡(xun)(xun)(xun)视巡(xun)(xun)(xun)察(cha)监(jian)督(du)(du)重(zhong)点(dian)检查内容。加强(qiang)对直属高校党(dang)委(wei)巡(xun)(xun)(xun)察(cha)工(gong)作的(de)督(du)(du)促指(zhi)导(dao),完善巡(xun)(xun)(xun)视巡(xun)(xun)(xun)察(cha)上下(xia)联动(dong)机制。推(tui)(tui)动(dong)在考核领导(dao)班子(zi)、考察(cha)干(gan)部(bu)、研究制定政策、推(tui)(tui)动(dong)重(zhong)点(dian)工(gong)作落实(shi)(shi)等方面充分利用巡(xun)(xun)(xun)视巡(xun)(xun)(xun)察(cha)成果(guo)。

  39.毫不放松抓好(hao)常态化(hua)疫情防(fang)控(kong)

  目标任务(wu):构建(jian)统(tong)筹教(jiao)育系统(tong)常态化疫情防控和教(jiao)育改革发展(zhan)工作(zuo)协调机制,应对(dui)教(jiao)育系统(tong)“疫后综合征”,着力提高应对(dui)重大突发公共卫生(sheng)事件(jian)的能力和水平。

  工(gong)作(zuo)措施(shi):统筹推进(jin)疫情(qing)(qing)防(fang)控(kong)和教(jiao)育事业改(gai)革发展,科学(xue)精(jing)准做(zuo)好新冠肺炎疫情(qing)(qing)常态化防(fang)控(kong)。加强(qiang)校(xiao)园公共卫(wei)(wei)生(sheng)体系建设,不断完(wan)善校(xiao)园疾病预防(fang)控(kong)制体系,完(wan)善应对局(ju)地局(ju)部聚集性疫情(qing)(qing)应急预案。推进(jin)疫情(qing)(qing)防(fang)控(kong)科研攻关工(gong)作(zuo)。推动应对“疫后综合征”各项具体工(gong)作(zuo)落(luo)地落(luo)实(shi)。深入开展新时代校(xiao)园爱(ai)国卫(wei)(wei)生(sheng)运动。在常态化疫情(qing)(qing)防(fang)控(kong)背景(jing)下做(zuo)好来华留学(xue)生(sheng)、在内地(大陆)港澳台师生(sheng)、外(wai)籍教(jiao)师等群(qun)体的管(guan)理与(yu)服务(wu)。落(luo)实(shi)“双稳”方(fang)针,维护海外(wai)留学(xue)人员健康(kang)与(yu)安全。

  40.抓好“奋进(jin)之(zhi)笔”项目实施

  目标任务:以“奋进之(zhi)笔”项目实施为抓手,全面提升教育(yu)改革效能和教育(yu)治理能力水平。

  工(gong)作措施(shi):将奋(fen)进文化融入“选育管用”全过程,激励直属系统广(guang)大干部(bu)主动担(dan)当作为(wei)。组(zu)织(zhi)实(shi)施(shi)“司(si)长风采项目(mu)”“处长奋(fen)进纪实(shi)档(dang)案”,完善落(luo)实(shi)层(ceng)层(ceng)负(fu)责的责任机制(zhi)。组(zu)织(zhi)引导各省(区(qu)、市)和(he)直属高(gao)(gao)校(xiao)、部(bu)省合建高(gao)(gao)校(xiao)实(shi)施(shi)“教育工(gong)委书记(ji)、厅长开(kai)局项目(mu)”“高(gao)(gao)校(xiao)书记(ji)校(xiao)长开(kai)局项目(mu)”。
